REQUEST FOR PROPOSALS
PROPERTY ACQUISITION PROJECT

The Town of Spring Green is accepting proposals for appraisal services for up to 28 residential properties within its Property Acquisition Project funded by Hazard Mitigation Grant Program assistance through the Wisconsin Division of Emergency Management.
Beginning June 12, 2009 proposal requirements and guidelines will be available at the offices of Jewell Associates Engineers, Inc., 560 Sunrise Dr., Spring Green, WI 53588.
Proposals can be submitted by personal delivery or certified mail to Jewell Associates Engineers, Inc., 560 Sunrise Dr., P.O. Box 995, Spring Green, WI 53588 during regular office hours (7:30 AM to 4:30 PM, M-F) until 2:00pm June 26, 2009.
SCOPE OF WORK
The appraisals will reflect June 2008 pre-flood value for each property appraised. Because these appraisals are being paid with State and Federal funds, the appraisals shall reflect nationally recognized appraisal standards, including to the extent appropriate, the Uniform Appraisal Standards for Federal Land Acquisition. Each appraisal must contain sufficient documentation, including valuation data and the appraiser’s analysis of that data, to support his or her opinion of value. Minimum appraisal requirements will be described in the request for proposal documents.
QUALIFICATION OF APPRAISERS
The Appraisers and members of the Appraisal firm performing work on this project shall be Licensed Certified Appraisers according to the criteria set forth by the State of Wisconsin. The Appraiser and his or her firm must be in good standing with the Department of Professional Regulation. Preference will be given to those recognized by appropriate professional organizations. A contract appraiser making a “detailed appraisal” under a contract executed after December 31, 1992 must be certified under state law implementing Title XI of the Financial Institutions Reform, Recovery and Enforcement Act of 1989 (FIRREA)

RIGHTS RESERVED
The purpose of this Request for Proposals shall be to solicit responses from qualified vendors to perform the services described, subject to the terms and conditions expressed by the Town of Spring Green. This statement notwithstanding, the Town of Spring Green reserves the right to reject any and all proposals submitted whether or not they are in full compliance with the requests and to use reasonable business judgment to award a contract or to abandon the Request for Proposal process entirely and to use other means to procure the services in question.
Furthermore, the Town of Spring Green reserves the right to waive any and all defects in proposals submitted. The Town of Spring Green also reserves the right to negotiate terms and conditions of the contract simultaneously with one or more vendors. Submission of a proposal alone shall not constitute the acceptance of a proposal even if the vendor is deemed responsible and has submitted the lowest cost for the services in question.
