QUESTION/ANSWER FOLLOW-UP:

QUESTION: Are we still entitled to moving expense if we bought another house and replaced all the belongings with new (did not move the stuff from the damaged home)? 

ANSWER: I believe yes, but it will be based on  a "fixed" moving cost.  Fixed moving cost is based on the number of rooms in the home, etc. 

QUESTION: Can I move to another State? 

ANSWER:  Yes.  You can use the funds you receive through the buyout to relocate wherever you want.  You are still eligible for relocation assistance, however, the "actual reasonable" moving payment is limited to a distance of 50 miles.  (You would probably take the "fixed" moving payment instead.)

QUESTION: Who takes care of personal belongings left in the home? 

ANSWER: The property owner is responsible for removing personal belongings.  The program pays for demolition of the structure and site restoration.  Page 37 of the FEMA acquisition guidance (Don has a copy) identifies the eligible demolition costs. 

QUESTION: A property owner in Spring Green whose house was destroyed received FEMA home repair (or replacement housing, I'm not sure which) somewhere around $23,000.  They went and purchased another home in a nearby town.  They want to know if they can use some of that money (like rental assistance) for the additional $600 they have to pay in mortgage payment? 

ANSWER: They cannot use the money like rental assistance to pay their mortgage.
